Southwest Division covers West Adams, Adams-Normandie, Western Heights, Jefferson Park, University Park, Leimert Park, Crenshaw, Baldwin Hills, and the surrounding historic districts. Use it for non-emergency neighborhood policing and recurring issues on a block.

Which Council District Am I In?
West Adams straddles two council districts. The lines run block by block, so do not assume. Look up your exact district and representative by address before you call.
Council District 8 (Marqueece Harris-Dawson)
Much of historic West Adams, Jefferson Park, and Adams-Normandie sits in CD8. Harris-Dawson currently serves as President of the Los Angeles City Council.

Historic Preservation & HPOZ
This is the part of owning in West Adams that catches new buyers by surprise. Much of the neighborhood sits inside a Historic Preservation Overlay Zone, which means exterior work, additions, and even some windows and fencing go through a review most other LA neighborhoods never see. Here is where to start.
Is my property in an HPOZ?
West Adams contains several overlay zones, including West Adams Terrace, Harvard Heights, Western Heights, Kinney Heights, Country Club Park, Jefferson Park, and Adams-Normandie. Boundaries are specific, so confirm before you assume.
City Planning, Office of Historic Resources
The Office of Historic Resources administers the HPOZ program and reviews work on contributing structures.
Mills Act (Property Tax Relief)
Owners of qualifying historic properties can apply for a Mills Act contract, which can significantly reduce property taxes in exchange for maintaining and restoring the home.
Cultural Heritage Commission (HCM Nominations)
For nominating a property as a Historic-Cultural Monument, the city's individual landmark designation, which is separate from the HPOZ district program.
West Adams Heritage Association
WAHA is the neighborhood's preservation organization, a deep local resource for owners of historic homes and the host of the annual holiday tour and progressive dinner.
Neighborhood Councils
Because West Adams spans two council districts, it is served by two neighborhood councils. Both are the local voice on land use, development, and city services, and both hold public meetings where projects affecting the neighborhood get aired first.
West Adams Neighborhood Council (WANC)
Covers the WANC boundary area within CD10. Board meetings are open to the public on the 3rd Monday of each month at 6:30pm.

Covers historic West Adams, Arlington Heights, Adams-Normandie, and Jefferson Park, the CD8 portions of the broader West Adams area. Meets the 1st Thursday of each month at 6:30pm.

Cento Plaza Restaurant Expansion on West Adams Boulevard
A Conditional Use Permit for alcohol (CUB) was filed for 4919-4921 W. Adams Blvd., where the Cento Pasta restaurant applied to expand into the adjacent storefront and serve a full line of alcohol on-site.
- Location. 4919-4921 W. Adams Blvd., in the heart of the West Adams Boulevard corridor.
- Scope. Expanding from roughly 1,698 sf with 4 interior seats and a 686 sf patio, to a 2,711 sf interior with 65 seats and a 1,367 sf patio with 62 seats.
- Why it matters. If you live or own property nearby, this changes evening foot traffic, parking demand, and the character of this stretch of West Adams Blvd.
West Adams – Baldwin Hills – Leimert Community Plan
The City of Los Angeles is updating the West Adams – Baldwin Hills – Leimert Community Plan, which sets land use, height, density, and design standards across West Adams, plus Crenshaw, Leimert Park, Hyde Park, Mid-City, Jefferson Park, and Arlington Heights.
- Track the plan at planning.lacity.gov
- Why it matters. Community plan updates set what can be built where, including development standards along Adams, Crenshaw, Pico, and Jefferson. These rules drive property values and neighborhood texture for decades.

- WANC agendas. Posted ahead of each third-Monday meeting at westadamsnc.org. Land-use and development items are listed here first.
- UNNC agendas. For the CD8 side of West Adams, posted at unnc.org ahead of each first-Thursday meeting.
- HPOZ board hearings. Reviews of work on historic homes are public. Track them through City Planning.
